looks to be...one other note, boxelder tree saplings can look just like poison ivy. poison ivy will have hairs on it's stems to hold on to walls and other plants, where the tree sapling is all smooth stemed

Dont call me a expert on the subject. I am highly allergic to poison ivy-poison oak. I keep my distance 10 feet or more. The poison ivy plant grow roots and spread just like the irratating rash when you get too close. Poison ivy rash spreads wide and poison oak the rash is in a straight lines on the skin. I get injected with cortizone in the hip to dry it up. Yes I would say the plants in the photo are poison ivy.
