can my neighbour build a pub in his back garden?

I live in a small terraced cottage in a quiet rural location and my neighbour has converted his barn into a pub. When i say pub it has a proper full bar with beer pumps, optics, fridges, dj booth, dance floor, disco lights, very loud sound system that you can hear from my house, it even has ladies and gents toilets! Probably makes it a nightclub.
During the summer at weekends he holds parties where 20 + cars can be parked at his house. The music normally starts at about 10.00am on the saturday, goes on non stop till 5.00am and then continues all day on the sunday. This has been going on now for over 2 years, one neighbour complained once and she was told to f*!k off!
Is he allowed to do this and is there anything i can do about it? Does he need planning permission to use his barn in this way? Will the police or council do anything if i report him?

Are you in the UK? Make lots of complaints, complain about the noise to the police and environmental health, complain about the conversion to your local planning authority.

If he's doing this privately then he is not allowed to sell the alcohol without a licence or play the music, the police can make him turn the music down or remove the music system.

If he is registered as a business then there is a whole lot more rules to fall foul of, smoking indoors for instance or all the regulations he has to meet and licences he has to obtain.



Generally, keep complaining to official bodies, very often they seem to try ignoring you for a bit in the hope you'll go away but keep making complaints, record the problems and get your neighbours to make complaints as well.

He should have applied for planning permission from your local council. If he did then you would have been sent a notification document so that you are aware of the plans and can object if you want to. Presuming you didn't get this information it sounds as if he has done it without permission so I would phone the local council and ask questions.

I have a small pub lookalike in mine. So long as it is away from the house with access to the drain & satallite dish and no higher than 9 feet, it's ok.

No it's not right he should blare his music and have parties right up to 5 in the morning. Complain to the council and they will send him a letter.

You can get him fined for noise pollution, if he does not have an entertainment license for music to be broadcast after certain hours he can be charged. Equally if he is playing music after a certain hour he can get charged with noise pollution. My best answer is go to the council and explain the situation that you have explained on here. I would not bother going to the police as their powers are limited.

If he has planning permission

and a alcohol serving license then he can have the pub

but if he's disturbing the peace then by all means call the police

go to the enviromental health people ...they employ people to investigate such problems ...he is definately breaking the law ..especially over alchohol and noise ...am certain you have a strong case ..
