We were told that they must go to the bottom floor, empty every time they are empty a few seconds after being vacated. Why can't they stay where vacated until a new rider asks for it to come to his floor?

I think this just has to do with a decsion made by the people who installed the elevator. The question is where does it make the most sense for an elevator to wait for the next passenger. This is a common problem for people who must make these decisions.
