How can I get rid of spider webs?

There are many webs in the basement ceiling joists. Once I get rid of them, I'd like to know what I can use to spray the area with a pleasant odor that won't attract future spiders.

I'm no professional, but I think I can handle this one! Get a broom, sweep it out, and spray it with hair spray! Hair spray can make them stiff. So they won't come. Do this often.
